This attribute defines the administrative state of the Carrier Pre-Select Rn function in MTAS.
When unlocked, new outgoing calls from user's who been provisioned with the Carrier Pre-Select Rn service will be routed via the pre-selected carrier.
When locked, no new outgoing calls will be subject to Carrier Pre-Select Rn.
Dependencies: It is not possible to enable different types of carrier select.
It is not possible to set mtasCpsRnAdministrativeState to unlocked if mtasCsAdministrativeState or
mtasCpsAdministrativeState are unlocked.

The user may dial the test number in two possible formats, to test their local Pre-Selection.
