This attribute is used to lock or unlock Carrier Select Rn.
When unlocked, the user can call-by-call carrier select in new outgoing sessions.
When locked, the user cannot call-by-call carrier select in new outgoing sessions.
Dependencies: It is not possible to enable different types of carrier select.
It is not possible to set mtasCsRnAdministrativeState to unlocked if mtasCsAdministrativeState or mtasCpsAdministrativeState are unlocked.
