This attribute provides the administrative state of the SCC AS node. When Unlocked, the SCC AS provides full response. When Locked, the SCC AS responds 503 Service Unavailable to any SIP stimulus. When Shuttingdown, the SCC AS responds 503 Service Unavailable to initial INVITE messages,processes other SIP messages as normal, and responds "TaskRefused" to any CAP stimulus. This attribute defines the policy for originating NPLI retrieval in SCC AS on incoming INVITE without valid CGI/ECGI in network PANI. The access domain and node used in the NPLI retrieval from HSS is given by the following data and in that order:
- the call case; for example the call is routed from CS to IMS via SCC AS SDS service, access domain is then forced to CS; - registration data; - default setting, if no other data available about the served user then the default setting as defined by this CM attribute is used.

This attribute defines the time that the SCC AS waits for a response to a SUBSCRIBE sent to the S-CSCF to obtain a served user's registration status.
The attribute is also used as the duration of the time that the SCC AS waits for a NOTIFY if it receives a 2xx response to the SUBSCRIBE.
