Dependencies: The mtasUCacAdministrativeState attribute must not be set to the value 0 (Locked) unless the mtasCwAdministrativeState attribute is set to the value 0 (Locked) or the mtasCwOperateMode attribute is set to the value 2 (ALTERNATE_MODE_2) or 4 (MOBILE_CW) or 5 (MOBILE_CW_ALTERNATE_MODE_1).
