1 Overview
1.1 Description
The notification is issued when a subsystem congested message has been received. This means there is congestion within the network.

The possible causes are as follows:
- A remote node is congested due to high load.
Note that no remedial action can be taken at the local node, only at the remote node although it would be beneficial not to be sending messages to the congested node at this time.

2 Procedure
Perform the following steps:
- Check the log file for further details.
- Ensure that the following has been performed: If the subsystem is not marked as prohibited an N_STATE_ind will be broadcast to all concerned nodes indicating the restricted importance level (i.e. congestion level + importance level). Another N_STATE_ind will be send indicating user in service at congestion level 0, 1, 2 or 3. This will continue until an N_STATE_ind is sent with user in service and congestion level 0.
