This Managed Object Class specifies the set of ineligible
destination numbers for Carrier Select.
There are up to 256 instances of this Managed Object Class in each
instance of Carrier Select.
Instances of this Managed Object Class are created by the user.

This parameter specifies the leftmost part of the phone context of the ineligible called party phone number. This parameter is only significant if the corresponding CarSelIneligiblePhoneNumber parameter contains the leftmost part of a non-global number.

This parameter specifies the leftmost part of a phone number for which a caller cannot specify the carrier to use. There are two possible formats of this parameter: global and local. A global parameter consists of a "+" followed by zero to 32 digits. A local parameter consists of one to 32 digits.
