GRACEFUL - When all users (registered and unregistered) are de-registered, the cscfAdministrativeState is automatically changed to LOCKED independently how many phases are configured. If scscfRegisteredUsersThreshold > 0, and the number of currently registered users is equal or lower than scscfRegisteredUsersThreshold, the cscfAdministrativeState is automatically changed to UNLOCKED independently how many phases are configured.
FORCED_TO_LOCKED - The S-CSCF is automatically changed to LOCKED when the last phase of scscfShuttingdownPhases is ended. The S-CSCF continuously checks the number of currently registered and unregistered users. When all users (registered and unregistered) are de-registered, the cscfAdministrativeState is automatically changed to LOCKED independently how many phases are configured. The S-CSCF terminates ongoing INVITE sessions, de-registers users and closes ports. This value must not be configured when scscfRegisteredUsersThreshold is larger than 0.
