GRACEFUL - When cscfAdministrativeState is changed to LOCKED, the CSCF responds with 480 for Initial registration, Re-registration and registration of new contact. All other SIP requests are rejected by 503 responses with value 5 mins (300 sec) in Retry-After header to trigger client nodes to redirect and/or blacklist the CSCF in state LOCKED. CSCF also sends BYE to terminate all sessions and SAR, 3rd party REGISTER and NOTIFY to de-register all users.

IGNORE_REQUESTS - When cscfAdministrativeState is changed to LOCKED, the CSCF does not respond any incoming requests (no 480 to REGISTER and no 503 to other requests), while CSCF still sends Bye to terminate all sessions and SAR, 3rd party REGISTER and NOTIFY to de-register all users.

FORCED - When cscfAdministrativeState is changed to LOCKED, the CSCF will avoid sending BYE, NOTIFY, 3rd party REGISTER and SAR, i.e. all external signaling. CSCF locks ports immediately regardless of existing POTs.
