<p>This network strategy is the most recommended when regarding
the costs of building the network, support of the BSS features, and management
and optimisation of the network.</p>

<p>This approach is normally used if the GSM 900/800 BSC capacity
is not adequate to add GSM 1800/1900 cells. The following facts must be considered
in this approach:</p>

<p>This approach is normally used in a multivendor environment
where different vendors provide BSSs for different bands. Lack of MSC capacity
can also lead to this kind of solution. The following facts must be considered
in this approach:</p>


<ul>
<li><p>High BSC and MSC capacity</p>
</li>
<li><p>Extra transmission capacity needed</p>
</li>
<li><p>Inter-band handover causes inter-MSC
handover; an increase in A-interface and MSC-MSC signalling load</p>
</li>
<li><p>Some advanced BSS features in traffic
management and monitoring cannot be used </p>
</li>
<li><p>Planning co-ordination more challenging</p>
</li>
<li><p>CDW / NDW is needed to manage both
vendors' network in a centralised manner</p>
</li>
</ul>


<p>PlanEdit can be used for an adjacency database in multivendor
cases. It can get the neighbouring cell parameters of the other vendor's border
areas automatically from the NetAct database. This might be the easiest solution
for planning the border area neighbouring cells and for gathering the data.</p>
