Dual Band optimisation

As in single band networks, the normal procedures for network
optimisation are valid in Dual Band networks. In addition, the network structure
can cause some new details to be considered.

Common or separate quality, traffic, and alarm statistics
from different bands can be constructed, when the Nokia NetAct system is used
and the cells of different bands are located under the same MSC. If the different
bands are located under different MSCs (for example in multi-vendor cases),
the common statistics cannot be gathered automatically. By using Nokia CDW/NDW,
a limited set of the network statistics can be gathered from different vendors
at the same time.

Network Doctor or NDW can be used to collect the quality
statistics from the network. Some special dual band counters have been added
(HO reasons, HO success) to support the Dual Band function. Other statistics,
like TCH drop rate, RXQual, and so on can be used as well.

The outdoor measurement tools, like TOM and TEMS, also
support Dual Band functionality. The coverage within the band, the MS idle
mode operation, the handover parameters, traffic management between the layers,
and so on can be tested.
