<h1>Overview of Support for Cell Global Identity</h1>

<p>Support for Cell Global Identity enables outgoing handovers
between GSM cells which belong to different PLMN areas. It also enables the
user to define a handover preference order for target GSM cells according
to the PLMN area. The cell identification (CI) and location area code (LAC)
combination remains unambiguous for a cell inside a BSC, that is, the same
CI and LAC combination cannot be used for several cells in a single BSC.</p>


<p>In the previous handover solution, Nokia BSC used only
CI and LAC for the identification of the neighbour GSM cell. The inter-PLMN
handover means the support for Cell Global Identification (CGI) in which the
mobile network code (MNC) and the mobile country code (MCC) are also used
for the identification of the neighbour cell. A serving cell can now have
neighbour GSM cells with the same CI and LAC cell identifier. This can be
utilised in the handover target planning.</p>


<p>Support for Cell Global Identity also offers support for
indexing a neighbour GSM cell. The neighbour GSM cells can be unambiguously
identified for the serving cell in the BSC by using the CGI value or the index
value. This enables a flexible and easy alternative for operating the neighbour
GSM cell from NetAct and MML.</p>


<p>It is recommended to use the CGI method in the A interface to uniquely
identify GSM cells when S11 or later version of BSC software is used.</p>


<p>Support for Cell Global Identity is operating software.</p>
