Signalling
between BSC and stand-alone SMLC

The signalling between the BSC and the stand-alone SMLC
is done with the BSSMAP-LE and Lb+ (Nokia-specific) messages. The Lb messages
are described in the 49.031 ETSI Rel4 standard.

The BSSLAP messages between the BSC and the stand-alone
SMLC are transported embedded in the BSSMAP-LE message data.

BSSMAP-LE PERFORM LOCATION REQUEST

This is the location request message between the BSC and
the stand-alone SMLC. If LB_OPTIMIZATION
parameter is active, the BSC sends BSSLAP UTDOA Response instead of BSSLAP
Layer 3 information in BSSLAP APDU.

BSSMAP-LE PERFORM LOCATION RESPONSE

This is the location response message between the BSC and
the stand-alone SMLC. New positioning method is introduced.

BSSMAP-LE CONNECTION ORIENTED INFORMATION

This message includes connection-oriented information between
the BSC and the stand-alone SMLC, that is, BSSLAP messages. If LB_ OPTIMIZATION parameter is not active, the stand-alone
SMLC requests radio channel information with BSSLAPUTDOA Request message.
The BSC sends BSSLAP UTDOA Response as a response to the request.

For more information, see Location Services
in BSC in the BSC/TCSM documentation set.

BSSLAP
protocol

BSSLAP protocol is used embedded in the BSSMAP-LE protocol
(3GPP 48.071 Release 6). Two new messages are introduced to the BSSLAP protocol
for Support for US emergency call (E911) positioning. Also, the Existing BSSLAP
Reset is modified.

UTDOA REQUEST

This is a message from the stand-alone SMLC to the BSS.
It contains the Delta timer information elements. The Delta timer is not used
in Nokia BSS.

UTDOA RESPONSE

This is a message from the BSS to the stand-alone SMLC.
It is a response to the US emergency call position (E911) system Request message.
The message contains the following information elements: Channel Description,
Channel Mode, Multirate Configuration, Serving Cell Identifier, Frequency
List, Timing Advance, MS Power, Measurement Report, Encryption Key and Cipher
Mode Setting.

RESET

This is a message from the BSS to the stand-alone SMLC.
It is sent when the Response message contents for a positioning request are
invalidated before the positioning procedure was completed. The message contains
the following information elements: Cell ID, Timing Advance, Channel Description,
Channel Mode, Multirate Configuration, Cause, Measurement Report or Enhanced
Measurement Report, Measured Cell Identity List, LAC, and Frequency List.
