<p>NetAct Radio Access Configurator (RAC) can be used to configure the
radio network parameters related to IBHO, see <em>GSM RNW Parameters Part
1</em> and <em>Implementing Parameter Plans</em> in NetAct documentation
for details. </p>

<dd>NetAct RAC uses the LAC and CI of the target BTS to identify an adjacency.
Because of this, you should not create an adjacency to a target BTS in another
network that has the same LAC and CI values as any of the BTSs in your network.
If such adjacencies exist (created with MMLs), NetAct RAC cannot recognise
them correctly.</dd>

<p>NetAct Optimizer provides functionality to visualise and analyse the
actual network adjacencies between cells with selected performance information
and configuration parameters.With Optimizer you can also optimise the adjacency
definition based on current HO performance and signal strength information
of the cells. The IMSI Based Handover parameters can be analysed in Optimizer
also but they have no direct link to adjacency relation definitions as such. </p>
