<h1>Overview of Network-Controlled Cell Re-selection (NCCR)</h1>

<p>Network-Controlled Cell Re-selection (NCCR) introduces
the possibility for the network to order a cell re-selection instead of the
autonomous selection done by the mobile station (MS) itself. With this feature,
the network commands the MS to change cells and decides which cell is to be
the target cell.</p>


<p>Cell re-selection is a basic cellular radio network operation, where
an MS moves from one cell to another, which may lead to a handover.  Cell
re-selection is performed by the MS.</p>


<p>With <a href="NED?action=retrieve&amp;identifier=general_glossary&amp;edition=13&amp;language=en&amp;coverage=global&amp;encoding=xhtml_1_0&amp;component=data&amp;item=data&amp;pointer=id016174#id016174" onclick="openSmallPopup(event,'NED?action=retrieve&amp;identifier=general_glossary&amp;edition=13&amp;language=en&amp;coverage=global&amp;encoding=xhtml_1_0&amp;component=data&amp;item=data&amp;pointer=id016174#id016174');return false" shape="rect" target="_blank">NCCR</a> you can control MS mobility according
to the following criteria: </p>


<ul>
<li><p><em>Power budget</em> pushes EGPRS capable MSs to EGPRS cells
and non-EGPRS capable MSs to non-EGPRS capable cells.</p>
</li>
<li><p><em>Quality control</em> triggers NCCR when the quality of
the serving cell transmission drops, even if the serving cell signal level
is good. </p>
</li>

<h2>Benefits of the Nokia solution</h2>

<ul>
<li><p>NCCR provides efficient allocation of EGPRS resources. When EGPRS
TRXs are gradually introduced in GSM networks, some cells will have EGPRS
TRXs and others will not. The PCU will push EGPRS capable MSs to EGPRS cells
and GPRS capable MSs to non-EGPRS capable cells by NCCR's power budget criterion. </p>
</li>
<li><p>Cell attractiveness can be defined neighbour cell specifically,
also taking into account the capacities of each neighbour cell (for example
CS-3/CS-4 or EQoS support).</p>
</li>
<li><p>The quality control criterion allows NCCR to be used when the
serving cell quality drops, even if the signal level is good.</p>
