<h1>Planning Dynamic Frequency and Channel Allocation (DFCA)</h1>

<p>This section describes the issues related to radio network
planning and configuration that you should consider before implementing DFCA.</p>

<h2>BSS Synchronisation</h2>

<p>Since BSS Synchronisation is a prerequisite for DFCA it must be implemented
first. Regarding radio network parameter settings, BTS-site-specific Frame
Number Offset and Timeslot Offset need to be planned and set for LMUs. For

<h2>Frequency band management and frequency
layering</h2>

<p>In order to enable DFCA to control interference between cells, the operator's
frequency band needs to be split into two parts for DFCA roll-out: DFCA layer
and regular layer. TRXs on the DFCA layer use only frequencies that are defined
by DFCA Mobile Allocation (MA) list(s).</p>


<p>The regular layer consists of BCCH frequencies that are planned in conventional
manner. Additionally, another non-DFCA TRX may be needed in a cell for more
signalling or (E)GPRS capacity. This kind of TRX is also regarded as a regular
layer TRX.</p>


<p>Frequencies of the DFCA layer and frequencies of the regular layer should
not be mixed. Otherwise uncontrolled interference is caused and the advantage
gained from DFCA is decreased.</p>


<p>The DFCA frequencies are further divided into one or more DFCA MA lists.</p>

<h2>Channel configuration of a cell</h2>

<p>It is necessary to decide which TRXs of a cell are DFCA TRXs. Very often
it may be the case that there is only one regular TRX (BCCH) and the rest
are used by DFCA.</p>


<p>Because DFCA cannot handle packet switched traffic nor signalling channels,
(E)GPRS territory and SDCCH capacity must be placed on regular layer TRXs.</p>

<h2>BSIC planning</h2>

<p>It is recommended to check that any BCCH + BSIC combination is not used
more than once within a BSC area. Conflicting BSIC settings may decrease DFCA
performance as the BSC would not know which cell a mobile station is reporting.</p>

<h2>BA list planning</h2>

<p>Interference estimation of DFCA is highly dependent on the RX level
measurements reported by mobile stations. Therefore it is important that the
mobile stations measure and report all the BCCH signals they receive, and
not only those defined as handover neighbours. This is achieved by using BCCH
Allocation (BA) lists with all the possible BCCH frequencies included and
setting the BA lists to be used in 'active' mode.</p>
