<p>The Nokia GPRS solution introduces dynamic parameters to
help the operator to optimise the network usage.</p>

for the GPRS without the connection delay. If Circuit Switched traffic runs
out of RTSLs, the system releases these defaults connections and reconnects
them to the PCU when the CS traffic ends.</p>
