<h3>PCU vs PCU2 and Priority based QOS</h3>

<p>Enhanced Quality of Service (EQoS) feature is linked to existence of
PCU-2 in the BSC. If not all PCUs are upgraded the operator has both priority
QoS SW product and EQoS SW product of BSS11.5 in use simultaneously in the
same network. PCU2s can also be run with Priority based QOS SW product. Consequently,
the number of TRECs varies in the network and the network planning and dimensioning
is different in different cells. Also, the counters are different in priority
QoS and EQoS.</p>


<p>There exists an efficient QoS differentiation mechanism in Priority
QoS SW product in PCU. The differentiation is implemented by tuning Scheduling
Step Size parameters (SSS). These parameters correspond to Scheduling Weight
parameters with PCU2. </p>

<h3>BSC SW Upgrade to S11.5, and Priority based
QOS</h3>
</div>


<p>The Scheduling Step Size values BSS10.5/11 are defined on the different
scale than Scheduling Weight with PCU2. This is automatically managed with
BSC conversion rules. In BSC conversion the operator settings for Priority
based OQS SSS parameters are converted to Corresponding scheduling weight
values. The conversion table is shown below. For example the default values
of SSS (3, 6, 12) correspond to the default scheduling weights (20, 10, 5).</p>

<h3>Priority based QOS with EQOS in same BSC </h3>
</div>


<p>In EQoS the residual capacity, that is, capacity that is not used by
a guaranteed bitrate or nominal bitrate connection, is shared in similar manner
as capacity in Priority based QoS:</p>


<ul>
<li><p>Scheduling Weight parameter indicates the weight the connection
has when sharing the residual capacity with the other connections. If the
operator prefers the consistent weights in the different cells the weights
should be calculated accordingly. However, this is not mandatory since in
EQoS the scheduling applies only to the residual capacity whereas in the priority
QoS all the capacity is shared with the weights.</p>
</li>
<li><p>Throughput fairness can be achieved in expense of the spectral
efficiency with the use of scheduling theta parameter. For more information
see "Scheduling" in <em>Enhanced Quality of Service</em> in BSC/TCSM documentation.</p>
</li>
</ul>


<p>The practical consequences that require actions from a operator are
following: The mapping of services to TRECs: In Priority QoS there is neither
support for Streaming Traffic Class. When a PFI supporting terminal moves
from EQoS cell to Priority QoS cell only the ARP value will be considered.</p>

<h3>Quality
of Service</h3>

<p>Enhanced Quality of Service replaces priority-based Quality of Service.
Scheduling weight is always in use in PCU2 regardless of the state of the
EQoS. When EQoS is disabled, priority-based QoS functions in PCU2 in the same
way as in PCU1. The BSS PFC procedures are not used and all traffic is handled
using Best Effort QoS. You can use scheduling weight parameters to implement
priority-based scheduling. For more information, see <em>(E)GPRS in BSC</em>. </p>

<p>CS3/CS4 is additional application software to EQoS. Like EGPRS, CS3/CS4
requires Dynamic Abis (EDAP). With CS3/CS4, better bitrate per radio block

<h3>Network
Controlled Cell Reselection (NCCR)</h3>

<p>EQoS Quality Control may trigger Network–Controlled Cell Re–selection
(NCCR) as one of the corrective actions after detecting degradation in PFC
service quality. NCCR is triggered only if the NCCR active. Before intra-PCU
NCCR cell changes the target cell resources are checked to ensure that they
are sufficient. In inter-PCU NCCR cell change target cell resource checking
is not done.</p>

<h3>Link
Adaptation (LA)</h3>

<p>Quality Control and Link Adaptation functionality are aligned due to
EQoS. Max BLER values are derived from the ABQP values received in CREATE-BSS-PFC
from the SGSN for non-predefined PFIs. Link Adaptation derived MCS value is
used for controlling the throughput fairness in residual capacity scheduling.</p>

<p>In inter-PCU cell change the support for EQoS may change since EQoS
may be supported in one cell and not supported in the other. The operator
can control cell changes with the NCCR application software product and network
planning. </p>

over IP</h3>

<p>If Gb over IP is introduced to the PCU, the priority classes
provided by DiffServ are used to differentiate a Gb interface transmission
service for each QoS profile. Differentiation is based on Traffic class, THP
and ARP (precedence) information. In Gb over IP DSCP's default values must
be separately defined for different Traffic Classes and ARP values in line
with 3GPP specifications. </p>
