<h1>Overview of BSS Licensing</h1>

<p>BSS Licensing means that the use of certain application software products
is controlled by licences. There are two types of licences:</p>


<ul>
<li><p><em>capacity licences</em> enable the use of a certain application
software with a limited level of capacity</p>
</li>
<li><p><em>on/off licences</em> enable the use of certain application
software without any capacity limits</p>
</li>
</ul>


<p>In addition, the licences can be time-limited. This means that a licence
can have a pre-defined expiry date. The operator can specify how much in advance
(7-90 days) the system should give a warning that the licence is about to
expire. If this expiration warning period is not specified, a default warning
period of 30 days is used.</p>


<p>A network operator who wants to acquire a licensed software product,
must first purchase a licence, install it into a network element and finally
activate the software product. Licence-based software management does not
replace the parameter-based software management. Rather, the two management
systems are used side by side.</p>


<p>A time-limited capacity licence can be updated by ordering an increment
to the licence. The increment must be installed in the network element before
the original licence (or the previous increment) expires. Similarly, a time-limited
on/off licence can be updated by ordering a continuation licence and installing
it before the existing licence expires.</p>

<h2>Licence management with Nokia NetAct</h2>

<p>Licence Management in Nokia NetAct supports the operator's various network
element licence handling processes in a centralised way. NetAct can be used
for ordering the licences and then distributing them to the network elements.
The current licence status in each network element is maintained in NetAct
automatically if the network elements send notifications.</p>


<p>The licences can also be uploaded from the network elements to an archive
in NetAct for backup purposes.</p>

<h2>Benefits of BSS Licensing</h2>

<p>With BSS Licensing, capital expenditure on system functionality can
be postponed from big system deliveries to the actual time each functionality
is required. The expenditure can be targeted more flexibly and precisely at
actual needs.</p>
