<h1>Handover Adjacent Cell Measurements</h1>

<p>The handover adjacent cell measurement collects statistics
about the handover attempts and successful handovers between separate cells.
Measurements are not specific to one reference group.</p>


<p>Statistics are compiled into counters reserved for each
BSS cell. The measurement is able to maintain information on up to 34 fields
per each cell; 32 for known handover pairs, one for internal intra-cell handovers,
and one for over-flowing (that is, if there are more than 32 handover pairs
in the measured cell).</p>


<p>The measurement gives the recorded information about adjacent
cells as follows:</p>

<li type="1"><p>Location area code (LAC) and cell identity
(CI) of the adjacent cell</p>
</li>
<li type="1"><p>Handover attempts to adjacent cell</p>
</li>
<li type="1"><p>Successful handovers to adjacent cell</p>
</li>
<li type="1"><p>Handover attempts from adjacent cell</p>
</li>
<li type="1"><p>Successful handovers from adjacent
cell</p>
</li>
<li type="1"><p>Failed handovers to adjacent cell due
to lack of the radio resources</p>
</li>
<li type="1"><p>Failed handovers from adjacent cell
due to lack of the radio resources.</p>
</li>
</ol>


<p>The following table presents an example how data collected
from the cell named METRO-15 can be presented:</p>

<p>The operator can now define one to four different handover
reasons for measurements and see the success of handovers from one cell to
another as regards these reasons. Information on the success of intra-cell
handovers with specified handover reasons will also be available. This helps
the operator in planning and optimising the network by finding the non-successful
handover cases.</p>
