<h1>Queuing and Priority</h1>

<p>Queuing and Priority is a feature designed to offer guaranteed
level of service for some subscribers.</p>


<p>Each subscriber can be associated with priority information,
which defines following things:</p>


<ul>
<li><p>Priority level (0-14)</p>
</li>
<li><p>Gueuing indicator (Queuing allowed
/ not allowed)</p>
</li>
<li><p>Pre-emption capability (Pre-emption
allowed / not allowed)</p>
</li>
<li><p>Pre-emption vulnerability (Pre-emption
vulnerable / not vulnerable)</p>
</li>
</ul>

<h2>Queuing</h2>

<p>Queuing is a method for improving the service level of
subscribers in case of temporary congestion. If the priority information of
the subscriber identifies that queuing is allowed but pre-emption capability
is not, the subscriber is put to the queue to wait if it can be served after
a moment. The queue is sorted according to the priority level of subscribers.
The operator can define the maximum queuing time and the length of the queue
per cell. Three different kinds of queue types are introduced; one of the
queue types handles call set-ups, another one non-urgent Hos, and the third
one urgent HOs. The operator can make a prioritisation between these three
queue types.</p>

<h2>Forced
Handover</h2>

<p>Forced Handover is a method for improving the service level
of important subscribers while maintaining the service level of normal customers
in case of temporary congestion. If the priority information of the subscriber
identifies that pre-emption capability is allowed and the priority level of
the subscriber is between 2 and 14, the forced handover may occur for the
call (pre-emption vulnerable) already in progress in the cell and released
resource will be assigned for a higher  priority subscriber.</p>

<h2>Forced
Release</h2>

<p>Forced Release is a method of ensuring the service level
of a very important subscriber in case of congestion. If the priority information
of the subscriber identifies that pre-emption capability is allowed and the
priority level of the subscriber is 1, the forced release will occur for the
call (pre-emption vulnerable) already progress in the cell, and released resource
will be assigned for the higher priority subscriber.</p>
